Suggest Remedy For Dry Skin On Penis Skin Shaft

Hi,I have a small dry circle of skin on the shaft of my penis (top side, about half way down). It comes and goes but I can generally always see it there if I look hard. Today I scratched the area with a nail and the flaky surface skin came away leaving a red and very slightly tender area underneath.It this something I should worry about?
