Suggest Remedy For Itchy Skin Around Neck And Elbows

I have skin problems. My skin itches so much. I have this problem not in every part of my body but only in few places. Around my neck, back of my shoulders, and in elbow regions. I consulted a general physician, he suggested me use HH derm ointment, but that got me out of this problem only for few days. So after applying the cream it looks better, then after two.three days, it starts itching again. It has become like scars on back of shoulder, i am disappointed with this, I really had a good skin. I didn't have this problem when I was young. Please suggest me a good dermatalogist
