Dear
Your description very closely matches that of morphoea or localized sclerdoerma. Please let me know for how long the patch has been around and whether it is slowly advancing in one direction?
It generally itches in the direction of its growth or spread but the skin feels bound down and difficult ti pinch or move. For such a condition, I would advise some anti allergic like cetirizine and prescribe mild steroid ointment and sometimes even intralesional steroid injections.Once I receive your further details and may be a pic of the lesion, I will be able to tell you more about the condition.
