dear Madam

hemorrhoids are best treated surgically, and specially if they are bleeding then more so because of the complications it can cause from anaemia to many other serious issues.

till the time you are able to convince your mother to visit the surgeon and get a proper treatment you can try using tab DAFLON 500 mg three times a day if it is available in your area without prescription which i doubt.
keep her hydration high and add lots of fiber in her food to keep stool soft and smooth so that it does not injure the area while passing out, you can also use liq paraffin to smoothen the passage of stool.
