Suggest Remedy For Speech Problem In Chid

sir,My son is 3 and half year old but he is unable to speak properly and especially the L words. We consulted our physician. He told us that my sons tongue tip is missing and to consult a pediatric surgeon.Please help us out weather this will help and what expense will it incur.
