Suggest Remedy For White Skin On The Lower Side Of Penis Meatus

Male, 49, yrs old. Recently noticed white skin, partially on the lower side of penis meatus (opening, hope i am using right word) on both sides, no itching, seems its been there for a long time, more than 7 months. the white skin cannot be rubbed off. There was some irritation long time back, but now no discomfort, except for the white colour.
