Suggest Treat For Recurring Tiny Whiteheads On Face

I have recurring patch of tiny whiteheads on my face in that little triangle of space between nose, cheek and upper lip (is that the naso-labial area?). I treat the area gingerly and pretty much leave them alone, but I have noticed that if one ruptures it contains clear fluid. Just when I think the lot of them are almost gone, another crop of them begins to surface. The area does not itch or hurt, but the skin stays pretty red/enflamed there all the time. This is a relatively new problem and it doesn't seem to be going away on its own. Could it be herpes simplex?
