My husband is very heavy and has developed a dark pink sunburn looking rash on his lower stomache and mound area above his genitals. Does not itch but says it hurts like a burn some areas more than others. No bumps blisters or peeling or flaking. No change in soap or laundry detergent or exposure to chemicals

Well there can be many reasons for symptoms you mention in query like allergic reaction, hair follicle infection, contact dermatitis, discoid eczema , erythema nodosum or heat rash. Need not to worry. You should wear loose clothes to avoid frictional heat. I would suggest you to apply cold compresses to rashes , apply petroleum jelly , protect them from sun exposure and take antihistamine like benadryl twice a day . If condition does not get well then consult dermatologist for proper examination . Doctor may prescribe immunosuppressants along with corticosteroid ointment and antibiotics .
