Hello and Welcome to ‘Ask A Doctor’ service.
I have reviewed your query and here is my advice.

Do you have severe pain? can you maintain an erection. your case is suspicious of penile fracture and possible urethral injury. this is a surgical emergency and needs to thoroughly evaluated. please go to ER so appropriate imaging test (penile MRI ) can be done. Or you may need an OR immediately if clinical signs are clear for penile fracture.

Hope I have answered your query.
Let me know if I can assist you further.
