Understanding your concern. As per your query your daughter have blister like spots on the face which keeps on recurring which is mainly due to clogged pores of skin, excessive heat production, hormonal changes, stress and dehydration. I would suggest you to clean only with cold water , avoid rubbing of skin to prevent skin damage and cover the affected area with light cloth while sleeping to prevent the skin infection. You should apply aloe vera gel and kojivit on these spots. It does not seem nerve injury. You should visit dermatologist once and get it examined and start treatment after proper prescription. Drink plenty of fluids and take diet rich in multivitamins.
Hope your concern has been resolved.
