Suggest Treatment For Blisters And Itchy Back

I used Rogain foam for 1 week, 3 weeks ago, and noticed my skin getting irritated and stoped use. Now I have tiny blisters on my hands and my back and neck are very itchy. Ive begun using hydrocortizone cream 2 days ago and taking benedryl but its the same. Any thoughts?
