Hi, I have cerebral vascular disease. I am going to heart surgery to replace my mitral valve. All my veins are clear including the veins in my neck. I was a smoker. Since my veins don t have plaque build up why do I have too much white matter. Also what is the treatment plan for cerebral vascular diease,
