Suggest Treatment For Dark Skin In Heels

I have dark skin area in my heels and it has like a few really tiny white dots . I've tried many whitening cream and sometimes I even go on a foot spa but it doesn't work. I'm really frustrated by this and also I can't wear any open shoes anymore cause I'm too embarrassed if anyone saw my dark heels and I always use a foot sock everytime I use doll shoes and it's burdensome for me. Can anyone explain why I have this? Also how can I get rid of it?
p.s I have a dry skin but does it have anything to do with my problem?

I really appreciate your concern looking to given history here I could say that the chances of fungal infection is very likely may be associated with secondary bacterial infection in my opinion this condition need to be treated with " Miconazole cream" and Povidone ointment" hope this information helps you, take care and have a nice day.
