Suggest Treatment For Dry And Irritating Skin

I am 34, 112 pounds. I have Hypothyroidism. I have itchy, patchy, dry, cracked, scaly skin on my Left and Right ankle, and on my Right elbow and no other place on my body. I have never been diagnosed with psoriasis, although I have my doubts, a dermatologist stated it was a benign skin disorder. It never fully goes away, I am wondering what type of topical steroid would be helpful treating this skin disorder? I have had this for more than 15 years. I am never fully able to get rid of this dry, irritating skin problem. I usually have to use a file to remove the dead skin. My condition always seems to get better in the summer months.
