HI,
Welcome to HCM,
I feel that, you should have given some more details about your husband's illness. Usually when Hypertension is borderline, and there are no associated high risk factors, Doctors may advise to do life style modifications, like salt reduction, exercises, avoiding smoking, Alcohol etc. We keep in mind other factors also like, gender, age, high BMI, family history of Hypertensive heart diseases, Type 2 Diabetes , Abnormal cholesterol levels, and other heart disease. If your husband has confirmed Atrial fibrillation, with consistent high levels of Blood pressure, he should have been started BP medicines. However, there could be several other causes for Headache.
I would suggest, you discuss with your Doctor, firmly but humbly . If you like to give any other advise from us, you may please write in detail.

Take Care.
