Hi,

High heart rate, numbness on the face may be due to arrhythmia with hypotension with numbness of face. Other possibilities like panic attacks or posterior circulation stroke or vasovagal syncope or anaemia or neuropathy etc. Until examination is done it is difficult to say what it is. Please consult your physician/cardiologist they will examine and treat you accordingly.

Hope I have answered your query. Let me know if I can assist you further.
