I have itchy bumps on 1 elbow, they itch, no oozing, then they peel. It started on my pointer finger about a year ago, but went away. About a month ago, a bump appeared on a different knuckle, itched, then peeled. Now my left elbow has several very itchy, dry, peeling bumps. Can this be scabies? The only place the bumps are is on my elbow.

This gives the clinical finding of several very itchy, dry and peeling bumps over different body areas. In my patients I prefer to give topical steroid along with anti-histamines for earliest resolution of the lesions.
For the betterment you need to take proper treatment from dermatologist. In between do warm compresses for multiple times a day and apply any bland moisturizing cream such as liquid paraffin for multiple times a day. Do not scratch or rub the skin as it can lead to further aggravation.
