Hi,
Welcome to health care magic,

Pain over lower side of abdomen on coughing and bulge over that side on coughing could be indicative of hernia.

But it needs to be examined by surgeon with medical history and some specific tests to have a confirmed diagnosis.

You may need complete hemogram,ESR and ultrasound of local part.

Treatment is mainly depend upon the underlying cause. Meanwhile you can take antacids and analgesics available over the counter.

So you should immediately see general surgeon to get examined and proper treatment.

Regards,
