Suggest Treatment For Rash On The Penile Shaft

yesterday morning I woke up and found a rash on my penis. its from the tip and goes about a half inch down the shaft. It itches alot and very sensitive to touch even when wearing clothes. it looks slightly swollen but not really that bad. there is no discharge or problems while urinating. I dont think its from sex because I havent sex in about 3 weeks.
