I can understand your concern for severe itchiness on the face. After analyzing your query with best diligence I can make out a possibility of simple sun burn of the area. I can get that you have applied hydrocortisone cream without much of the benefit. There can be a second possibility of rosacea causing red rashes over the face. I suggest my patients to apply a sunscreen lotion over the face atleast for two times a day. It should be applied half an hour before going out in sun. A calamine based lotion can also be applied over the face to sooth the skin of face. I also suggest taking an antihistamine such as cetrizine or loratadine for two times to relieve the itching sensation. You can meet a dermatologist for best possible treatment.
Take care.
