I understand your concern for repeated lip chapping and flaking of lips. It appears from your query that you have developed contact allergy to either sunlight or any cosmetic product using on lips.
I suggest you to not expose yourself to direct sunlight and external environment as it can cause more aggravation of the problem.
You have not mentioned in your age and since how long you have the problems of lip chapping. Lip chapping could be due to contact dermatitis with any chemicals such as lipstick or lip moisturizers with fragrance or it could be due to self licking process. Both of these can coexist together.
In your kind of cases I suggest my patients to apply a mild steroid cream such as fluticasone for 3-4 days of period.
Just check for the things coming in the contact of the lips as well as stop licking the lips. Drink lot of water and increase fruits intake.
For itching I prefer to give an antihistamine such as cetrizine or levocetrizine or loratadine for two times a day for few days.
All the best.
