Suggest Treatment For Shiny Red Bump At The Base Of Penis

I have a medium sized shiny red bump at the base of my penis that popped out of nowhere it hurts but doesn t itch I popped it like a pimple but 2 days passed another smaller one popped up so I poked holes in it. With a needle and added paroxicide it foamed up and turned the bump white for a while now it is even shinier
