Height that is significantly below the average height for the child 's age, sex or family is considerated short stature.
From your description ,i can deduct that it may be a problem that cause the short stature of your daughter.
All causes of short stature fall into one of three major categories: chronic disease (for example, malnutrition), familial short stature, or constitutional delay of growth and development ("late bloomers").
At the other side,although rare, endocrine disorders, such as
hypothyroidism (thyroid hormone deficiency) or
growth hormone deficiency also cause growth failure.
It is necessary to do some blood tests(a
complete blood count,TSh,fT3 ,fT4 ,GH,IGF1,IGFBP3) and a X-ray of the left hand and wrist to assess bone age.
For this reason,i suggest to
consult a pediatrician endocrinologist because it is necessary to do all these test to reach the right diagnosis and to have the right treatement.
