Ok so I have a painful soft skin flap on the inner side of my cheek. I've had it for about a week. It's to high in cheek to be caused by biting my cheek. Also a little back story I dp have large tori on outside top jaw and inside bottom jaw. Just my cheek touching it is painful tho. What could this be?

As per your complain the painful skin flap on the inner cheeks seems to be a Fibrous tissue overgrowth also known as a Fibroma.. As you have a large tori present on the outside of the top jaw or buccal surface of the upper jaw there is a possibility that there is continuous rubbing of the inner cheek with the tori leading to inflammation of the fibroma leading to inflammation.. I would suggest you to consult an Oral Physician and get evaluated and a thorough clinical evaluation can help in diagnosis and treatment can be planned accordingly.. In case if it is a Fibroma it has to be removed easily under local anaesthesia.. As you also have a bony tori although it does not cause problem but it can be removed surgically to prevent further irritation to the cheek..
