My Kid, 2 years and 3 months, fell down today evening while playing and hurt his lips. Though the bleeding stopped in a minute, the area is slightly swollen. He is having slight discomfort. What can be applied to the lips to lessen the discomfort. Is glycerin safe to be applied on toddler's lips

I would suggest you to continue doing cool compresses over the lips as it will help in reducing swelling and discomfort and along with it you can give anti inflammatory painkiller like Ibuprofen for pain relief and reducing swelling..
As far as Glycerine is concerned you can apply it on her lips although it is not needed and doing cool compresses is only appropriate.. In case if you see any cut inside the mouth then you might need antiseptic ointment and for that consult a Paediatric Dentist and get evaluated..
