Suggest Treatment For Vomiting With Diarrhea

My 2 year old daughter is currently very lethargic and shaky, complains of being to cold. She has 100.7 rectal temp. She has been vomiting with diarrhea about 2 times a month for the past 5-6 months. They usually last about a day and 1/2 until she's back to normal. Today all she wants to do is sleep, she is VERY active and the only other time she acted like this was when she was admitted to the Hospital for phenomena which they never actually confirmed that was the cause. I have gone to 3 different doctors and they all pretty much blow me off?!? Is this something I should be concerned about?

The child is lethargic and that is a WHO danger sign. It seem as if the child is dehydrated and so is cold and lethargic. I the child can drink , let the child drink and then take the child to the hospital, The child may be septic and may need IV medications and antibiotics too
