Suggest Treatment To Remove Dark Hair Follicles On Legs

I'm 21 and I have dark hair follicles on my legs. Is there a way to remove this? They have been there since I was maturing and they drive me crazy. As far as treatment goes I've tried exfoliating and moisturizing with cremes and oils but nothing comes close other than using makeup. Is there an exact treatment for my condition?
