Treatment For Stuffy Feeling In Head And Clearing Throat?

it is my husband, for almost a year he has had a stuffed up feeling in his head i.e. as if he has a head cold, but no phlegm from the nose, he is getting very depressed over it, he has just turned 80, and I am getting depressed too, he also keeps clearing his throat, and spits out mucus

Most probably your husband is having sinusitis with rhinitis. It is better to meet an ENT Specialist for treatment. He may need an X-ray/ CT Scan of the sinuses and then some medicines will be prescribed.
