Unable To Pull Back Penis, Cuts, Burns While Urinate. Treatment?

Hi I am having a severe problem with my penis. I was never circumcised and am 55 years go age. I am unable to pull the skin back to wash the head of my penis. At the top go the skin they are about four small cuts which burns like crazy when I urinate. I was at the emergency room and the prescribe lotrisone and cipro..just finish reading lots negative things about lotrisone. Should I start the treatment

Lotrisone contains a steroid along with antifungal salt which will help in reducing the inflammation and possible fungal infection of penile prepuce. Local application for a week or so is not going to effect any person systemically. Considering its beneficial effect in reducing your symptoms there is no harm in using salt for a week or two.
Antibiotic is necessary to reduce the infection.
Some analgesic and anti inflammatory medicine addition along with these will these medicines will give a added effect.
