I understand your concern for the dark pigmentation under lips.
After reading your query it appears to be Post inflammatory hyper-pigmentation or simply saying pigmentation related to the mild injury to the skin.
It is a due to over activity of specific cells which produces color under the skin called as melanocytes. As there is mild to moderate trivial injury to the skin which causes over activity of melanocytes and therefore the kind of pigmentation which you described.
In such kind of cases I generally prefer to apply a mild steroid such as fluticasone over the area. I suggest you to meet a proper dermatologist who can judge the exact amount and grade of pigmentation and therefore can recommend you the appropriate treatment accordingly.
Do sun protection as it is quite important to reduce the pigmentation.
All the best.
