What Causes A Bulging Vein In Neck And Also A Lump?

I have a bulging vein in my neck that only appears when I laugh. Another words it surfaces and you can see a lump in it and then it hides or settles down under the skin un noticeable at that point. Is this dangerous? It has been there for years - I am 49 years old.
