What Causes A Flaky Crust-like Formation On Penis During Erection?

Lately, my boyfriend has been getting a flaky crust-like formation on his penis during an erection. It's not there until after his penis swells, but remains after the penis diminishes. It is easily taken off and has no visible ulceration. The "crust" is very thin and appears almost white. the skin is shiny when the "crust" is removed.
