What Causes A Lump In The Neck Below The Jaw Line?

Hi, My husband has a small pea sized lump in his neck just below his jaw line. It is more annoying than painful. He thinks it is caused by an ingrown hair. He has had this numerous times before. They show up and then are there a couple weeks and then gone... not always in the same location. Is this something normal in men or should I have him see his doctor?
