What Causes A Lump That Looks Like Wart On The Penis?

Hi, I m 34 and for more than a few years I ve had a wartish type lump on the base of my penis. It doesn t hurt, itch or anything but it is unsightly. As stupid as It may sound I ve tried cutting it off but it always reappears after a couple of weeks. Is there anything I can do to remove this permanently and quickly?? Thanks
