What Causes A Penis Rash And Aching With Urinary Frequency?

I have a red rash on penis, constantly need to urinate, and there is an aching feeling inside of my penis. This has occurred after sex with 14 year partner. I have been tested fot sti's follwing this, negative, I was prescribed anti biotics, and canestan cream but problems persist
