What Causes Bleeding While Urinating With Bladder Infection?

My friend just called me yesterday and said she had a bladder infection (she thought) I recomended AZO and she took it I also told her it would cjange her urine an orange color. Now she is bleeding from her urithra and has blood in her urine.My question is should she go to her family doctor or the E.R.?
