What Causes Blotchy Skin Patches In A Baby When Outside?

My 17 moynh old son seems to be getting blotchy red patches when outside. doesn't matter what time of day it is or if he is in the sun or not. this redness doesn't seem to bother him and body areas covered with clothing have also shown these patches. He is also wearing sunscreen when in the sun.
