What Causes Bluish Colour And Scabbing In Lips?

I work at a youth facility and i have a resident whos mouth/ lips have turned a blueish color almost like she was freezing, on the outside of the lower lip between the lip and chin there are small scabs/scapes on the inside of the lower lip almost directly behind the scabs she has red spots. they are not bumps just spots, they do not hurt, they do not itch, there is no dryness. I can not find anything that seems to match what i am looking for, what could this be? And it showed up over night. She has not been sexually active in over 3 months.
