What Causes Brown Spotty Ring Around The Anus?

I'm 16 and really Embarresed about the brown spotty ring around my anus how can I get it to come off and I get this White yellowish stains behind my vagina lips which you can find on my nickers sometimes and it really doesn't smell nice down there does this mean am dirty ?
