What Causes Bump On Veins Around Top Area Of Penis?

recently after getting a hand job I noticed there was a bump that appeared to be in one of my veins around the top area of my penis, I m not sure what it is, it seems to be swollen and it is irritated, is there anything I can do to stop this without seeing a doctor?

If you are sure there was no genital contact with your sexual partner then we can think as injury due to forceful hand job. If there was any aberration it would have caused infection. Share a picture for confirmation.
