What Causes Bumps On Legs?

I have bumps all over my legs and the back of my arms. Some of the bumps aren't even raised, they look like scars. I tried shaving the bumps off and nothing happened. Some of the raised ones have hair in them when i scratch them off but overall it's the ones i CAN'T scratch off that bug me.
