What Causes Bumps On Scrotum With Penile Itching?

Hi! My boyfriend has itchy uretha problems, burning sensation about a inch through his penis, burning when he pees. When he urinates it makes two flows instead of normal. He also has these little bump looking things on his ball sack and scrotum and some on the penis itself. They kind of look like little blisters! Can you please tell me what this is? And maybe a way to help him from itching & burning?
