There are several reasons a penis may be buried in a child. One reason is related to lower hormone values in the blood.
This or some other
sex steroid problem may cause low
testosterone or other hormone levels to be low.
This can cause the genitalia to be smaller in size and they may not be easily visible.
Usually, getting an assay for enzymes related to these disorders would help and a
Pediatrician would be able to suggest the best tests.
Alternatively, it is also possible for a local inflammation or
injury to cause the penis to be buried. This may happen in case an infection has happened right after the
circumcision.
In case of an infection, the baby would be feeling pain and would be irritable, crying, and may not feed well. Seeing a pediatrician confirm this would be a good idea.
