I've gone through your concern and I understand what you want to know.
What you are describing as clear white bumps that are arranged in a cluster manner located on the inside of your bottom lip can be one of the following conditions depending on your manifestations like painful or not, bleeding or not, size and so on are:
Fordyce spots,
herpes simplex, milia, multiple mucous cysts.
A mucous cyst or a
mucocele (clogged salivary glands) - small
benign tumor that is filled with liquid. This mucocele has formed due to local trauma such as repeated biting or trauma caused by teeth that are not positioned normally or have sharp edges or do not close properly (a visit to your local
dentist would also determine if your bite is normal). This usually is not a serious condition and just wearing a mouth guard during the night and maintaining a good oral hygene (a clorhexidine based mouthwash 3 times a day and brushing your teeth) will suffice and will make your problem go away. In some cases laser or
cryotherapy can be also useful.
I do not think the
sore throat or tooth paste can be the cause of this, and in my opinion do not have any connection with what you are describing.
