What Causes Constant Dizziness With Headache?

I have been getting sever dizzy spells every day for about 4 years now I get constant head pain in the base of my scull with sharp pains down one side of my neck iv had an mri came back normal the doctors think it is stress related as I am an anxious person but the pain is intense now and I get really dizzy when I look down
