What Causes Difficulty In Moving The Body Before Falling Asleep?

When I am near the point of being completely asleep, I often may try to move but I feel as if If I am a positive side of a magnet and my bed is the negative side. It takes alot of effort for me to focus and move a leg or arm or to turn my head or body. Does this have to do with me possibly being very near REM?
