What Causes Dizziness And Blurred Vision?

My husband has been very sick for over a week. blurred vision pain all over, etc. We checked his bs and it has been running 216 to 412. We also have been checking his bp now it is 152/91 with a pulse of 40! what does the pulse mean? He is feeling very dizzy but WILL NOT go to a doctor

diabetes is to be controlled. food control, life style change with increase physical activity. hypertension to be managed with treatment.now after six month review the eye status. regular check for diabetic and hypertensive retinopathy is to be done.
