What Causes Excessive Tearing Post Eye Infection?

I have a 1 yr. old, that back in June of 2010 (he was 9 months old) he had an eye infection in his right eye. Since it went away, he has had excessive tearing in that eye. It never stops. We have been to the eye doctor and he said he didn't see that the duct was block. What else could be causing this. He has no other symptoms.
