What Causes Fever?

My daughter has had fever all day of average 102.5 and she's complaining of her eyes burning and they seem to be watering. Is this a cold or could more serious? She started yesterday with fever and sore throat but today was all about her eyes, cough and pressure in the middle of forehead.
