What Causes Frequent And Cloudy Urination While Urine Test Is Negative?

My son urine was sent for testing as it was believed he had an infection. The reason for this was that he had very cloudy urine & has to use the toilet very often, most of the time he becomes very desperate. The results have come back all clear. The Dr is very shocked as he was convinced it was an infection. He is now sending him for a blood test & has said that if this comes back clear he wants him to have an abdominal scan. What do you think it could be?
